In software globalization, an input method is a system for entering non-ASCII text characters. Typically this involves typing sequences of ASCII characters.
Asian languages in particular have character sets that far exceed the number of keys on a keyboard. So, to input Asian characters you have to type "composition sequences", or select characters as presented by an Input Method Editor for that language.
